So they get rid of the planning board, elect themselves, then: appoint a single person to research and recommend an urban planning firm. The idea of 2 board members was tossed because... the meetings between them would have to be public.

Caught on that as well, from what I could find the Board still had to approve the rates and asked if that was still the case. Ones like Duke have to seek approval through the state for rate increases, so assume the new board wants to do similar.

Weren't those rates approved by the board though. Was there an updated contract that gives them the ability to set rates without Board Approval?

Question 1: they mentions Disney sets their own utility rates. I they referring to something in the Comprehensive plan? Specifically this? If so, isn't "The District" in this case be CFOwhatever other letters are supposed to be here. Or is there another agreement somewhere else that says Disney...

I'm going with cut experiences. I'm assuming resort package delivery, dining plan, and yet to reopen restaurants are included (looking at you 1900). The first two are things that would personally almost balance out some of the more annoying aspects that make Disney less convenient than it use to be.
