I too pass by that view every weekend when I go to the park as that is my exit on the 5 north. I never filmed from there because it's simply incredibly inconvenient. You have to park somewhere at Ball and Harbor, walk up that hill (I'm not exactly a *young* man), get the 60 seconds of video...

Not sure if you watched the video, but the very next thing said in the video after "guy spotted on PM tracks" was that "guy spotted on PM tracks recommended Tomorrowland be demo'd."

So why then did they build it first in Hollywood Studios at WDW? Which is essentially the same thing as DCA's Hollywood backlot.
