I think that this may have something to do with the year 1986. Why? Because 1986 is 23 years ago. What happened that year, what was created, that turns 23 in 2009?

I can't figure out any connection to 23, but since I hadn't seen it posted yet, Miley Cyrus's memoirs are scheduled for a March 10th release.

Yes. A bus driver told it to a boat skipper who told it to a janitor in Magic Kingdom who spread it to a vendor to then told a monorail driver who told a guest who questioned another guest who said they heard it from their cousin who dates a front line CM who hangs out with, you guessed it, that same bus driver.
