I have no sources, but I would assume not.

Spectro's big new trick was extensive use of fiber optics, which are very difficult (pointless, really) to salvage and re-purpose for new applications once they're rigged and installed.
If there were any LEDs they would have been very early 1st-gen stuff, but LEDs are really so dirt cheap anyway that it's probably just as cost-efficient to buy new ones rather than pay someone to pluck old ones out.

Because they want you to go overseas? IMNSHO guests are guaranteed to keep coming back regardless at the US parks.

I think WDW is run differently because it's not a "locals" park like the the other parks are. WDW gets the majority of it's guests from travelers who don't need new things all the time for WDW to continue making money. Locals want new/better etc. People go to WDW not because it has the greatest, newest rides, show etc. they go because it's "Disney World!" A right of passage for many American families. The majority of WDW are not regulars or even yearly visitors. They have no idea what is happening at other parks around the world. They just book a trip and go because society has told them they are supposed to. The thinking has been as long as the money was rolling in and the resorts are booked there was no need to spend extra money on new things.

Speaking of this view, if you look to the bottom right a little and look at the boat with the faded red top (not the bright red one), out of the water that's the Otter Nonsense!
