Because zootopia does not fit the theme of AK at all.
Nothing a sequel couldn't fix if we're being honest. But that's kinda putting the cart before the horse.

I wouldn't mind if it replaced DinoLand
This would be more acceptable than Raffiki. But only just. I say this because Dinoland's a dud. Would IP fix that? Maybe. I do think Zootopia has more material for Imagineering to pull from; an easy source for ride and attraction inspiration. Would the rides be better? Perhaps not. If they would use the characters to reinforce DAK's core message and themes (again a sequel would likely be needed) then I would be for it.

As it stands "Zootopia" doesn't fit the theme of DAK... and no one wants shoehorned rides.

The overarching theme of the park is the intrinsic value of nature and mans relationship with the natural work (positive and negative). In the case of dinosaurs, Man and dinosaur have never coexisted. Dinoland represesents the two ways humans have largely connected with Dinosaurs. The scientific study through paleontology and the man made creations that capitalism has used to bring dinosaurs to the masses.

I heard if a Zootopia area is to happen, it would only include a city section which would have a dark ride with the ZPD Station as the façade for the showbuilding, a Judy & Nick M&G, and a fancy restaurant, then a small rainforest section with their first inverted coaster, and a tiny desert area for a quick-service restaurant.
So that would probably be... 12-13 acres at most?
Zootopia reminded me of a Dreamworks movie. Forgettable

That's a huge stretch....

Not really. Dinosaurs have always inspired both awe and humor. A majestic dynasty of real creatures that once dominated the Earth for over 100 million years of time and fixture of god knows how many silly movies, cartoons, and yes, roadside attractions (which Dino-Rama is intended to represent, but does a horrible job of it). Dinoland takes that dichotomy and uses it for a tongue in cheek memento mori about extinction. Because dinosaurs are a symbol of how no species lasts forever and that can be played both seriously and comedically and Dinoland does both.

Seriously? The non-C&H part of Dinoland fits very well into the park. But the leaps of logic that one has to make to fit C&H into AK's theme are absurd. Everywhere else in AK fits well. Africa, Asia, Pandora, etc... C&H sticks out like a sore thumb.
It sticks out because it’s setting is very different from that of the rest of the park. But thematically it fits just fine.

And it’s not really a leap of logic. Most people aren’t paleontogists and don’t spend much time at museums. Most people’s appreciation for dinosaurs comes from popular culture, toys, and tourist attractions.

What if I told you...that's the point?

Dinoland...best backstory in all of WDW with the worst execution.
Honestly parts of it were brilliantly done...They just should have given that same aged Route 66 treatment to the carnival rides rather cartoon toys...SKipped the Games of Chance and added some more atmospherics to continue the Route 66 Digsite story... The Chester and Hester gift shop was beautifully themed...it's just the carnival that was lacking
