I have a feeling it's due to the deal they have with the city. The contract probably has milestones written into it that they have to hit.It's strange that they would fast track (relatively speaking) Disneyland, and be that far behind for DHS, when DHS is the park really in need of this.

Yeah I remember reading that despite its short lines, it gets more riders per day than any other ride at WDW. For all its calmness, it's still a cool ride system with a wonderful view at night especially.4,885 ppl/hr
