If masks worked for medical professionals, they would work for regular people. That's the falsity of the argument especially in a PANDEMIC ("Pandemic refers to an epidemic that has spread over several countries or continents, usually affecting a large number of people.") That's why it is so serious to not give out false information.They were absolutely right to do that. This wasn't a matter of trying to mislead people but rather an attempt to understand the situation and make a timely and smart decisions. Masks aren't needed if people are being advised to stay home in lockdown (which was the case originally). As the situation changed, so too did the recommendations.
The bigger travesty is that they had to be concerned about a mask shortage to begin with. Had there been adequate stockpiles, they may have been more open to pushing private individuals to wear them, but at a time when you don't know if you have enough for health care workers or first responders, let alone essential workers, what would you say? "They are absolutely needed but our federal government didn't prepare for this disaster and so you can't have them?"
Stockpiles of medical equipment is part of every states' plan. You constantly make it a federal plan. The Feds can't act without the States requesting aid. New York originally had a plan to purchase a lot of ventilators. They chose to reduce their ventilator stockpiles to fund other priorities.

The mask shortage was evidently caused by transferring our medical supply chain to China, which the current President has remedied after the fact. So we weren't as prepared due to our trade policy.
The question is do you want to return to what it was like before. I'm pretty sure Biden want to return relations with China to what it was before. This is knowing China has new infectious diseases to worry about like bubonic plague. "A 3-year-old boy in China has been infected with bubonic plague, according to a report.
