I mean. Yeah. But this isn't a peep hole. It's a fixture that broke and Disney was too cheap and lazy to repair properly so they tried to caulk over it.

The hole appears to be more horizontal (looking diagonally up towards the ceiling) than vertical, which is what makes me doubt very much that it’s a peephole. That said, it should certainly have been closed the moment it was spotted.

Regardless if someone used it as one or not, it's creepy and Disney should have fixed it by now.

You wouldn't think of hidden cameras in the bathrooms of rented apartments, either...but it happens.

This. It's probably just lack of inspections and maintenance, and at least to me indicates a poor working environment where the maintenance staff just don't care. You would think that a hole in the wall would be considered "bad show" and fixed ASAP. Especially during a big celebration year.

It's certainly crappy maintenance (pun very much intended), but I don't know anyone with a telescopic eyeball that would be able to see anything through that gap. Unless there has been a surge in call-outs in Epcot due to pink eye, I think we can chalk this up to poor workmanship and neglected maintenance.
