The implication made was that the change in directors caused the storyline to veer unevenly. Finn was a lead in the first movie and was relegated to a supporting character with a new storyline that was inconsistent with the first movie.

Johnson the director of 'The Last Jedi' intended to kill of the character Finn. Instead during production the studio decided against this.
The poster was pointing out that he had been relegated to a supporting role anyways, so they might as well have killed him off. His character went nowhere.
