Disney has had press releases and conferences and announced a number of projects that never happen (Disney's America, anyone?), going way back. How about details of the Little Mermaid ride that was to be built in DLP that was put out on the Little Mermaid DVD?? I even seem to recall a certain Walt Disney telling the entire country on TV about his new project... E.P.C.O.T.
To say HW WILL be built just because some suit said so in a press conference and he showed a few pictures is pretty funny.

The likely scenario here is that Disney decided to announce HW and show some pictures to see what sort of commitments they could get from 3rd parties to occupy space. A "test balloon", if you will. They most likely had a requirement for a certain percentage of the planned space to be spoken for in order to pull the trigger. If they hit the percentage, they start construction. If they don't, they don't. The casual observer doesn't even notice, so no harm done if they don't build.
The reason this makes sense is... TDO doesn't do ANYTHING these days without a guaranteed ROI. It's common sense that they sat in a room and figured out the easiest way to do something with PI that would allow someone else to basically foot the bill for construction.
It seems fairly obvious that they didn't get commitments from tenants like they thought they would. Hence, no movement. What makes the most sense in TDO's eyes if they can't get someone to foot the bill for HW? Task the sales force with filling the remaining buildings, so they're repurposed, and not on TDO's tab. Get commitments for those builidings, and see what happens before doing much else.
The simplest answer is usually the correct one. I don't mean the the correct thing to DO... Just that it's most likely what they're doing.
