Is that an RDJ impersonator or the real thing?
I doubt that's RDJ... while a passable impersonation, doesn't sound that much like him; and seems odd that they would sign him to do a voice-only bit with absolutely no face-time appearances anywhere in the attraction or on the ride itself. Also makes it easier to just use an impersonator given that the meet & greet is also a complete-costume appearance and they can use that same soundalike for his canned lines. Kids would be expecting RDJ if they saw him in the attraction. Finally, he has a rep as a stingy negotiator so I bet if Disney even approached him he would be asking a lot to do it.

Its because those items are often sold from carts or by walk around cast such as those in fantasmic and on the parade route.
Ok, that still doesn't make sense. especially the products ending in .02. You just price the product even amount and include the tax period if you are walking around selling merchandise like at a ball game. You don't find the bud light guy yelling get your BUD LIGHT! it's 7.13!!! You either round down and take a little hit or you round up and make a little extra we all know what Disney will prefer.

You know that dumb next-gen bus they showed at Destination D that was just loud noises and ads?

Well here's something that outclasses that in every way and would actually be a magical experience.

I can already see that being in good use such as heading to Animal Kingdom and you pass by a trees, a forest and a few wild animals and for Epcot you're passing various sci-fi stuff maybe an occasional appearance by Figment or Dreamfinder sometimes being both as you see them on the blimp.

It makes perfect sense...

If you ask a cast member at a cart how much those items are they will tell you $16. They charge you $16 flat and that is the item cost of $15.02 and the included .98 of tax.

At retail locations such as where the photo was taken tax is added at the register. So the listed price is $15.02.

I understand that but why not just have a sign that list the price at $16 and says including tax?

That's dependent on what is more important to you, Money or Legacy. Eisner excelled at making the company known for its accolades in addition to providing tons of revenue in both live action and animation through the use of its multiple divisions. They moved away from that and have been settling for two awards such as animation and song when back in the day, they were getting best picture nominations for their animated films which is a even larger accomplishment.
Beauty and the Beast was the only Disney Animated film to get a nomination for best picture in the Eisner era.

In the Iger era, Up and Toy Story 3 have gotten best picture nominations at the Academy Awards.
Also, under the Iger era have many of the films are instant original classics? Besides Frozen and maybe Zootopia, there isn't much that is Disney based nor has Pixar lately, Marvel and Star Wars sure but that's thinking that the superhero films will surpass the test of time which as history shows, superhero films really rarely do.
History is not the best determinant for whether superhero films will stand the test of time. With the evolution of CGI among other aspects, the genre itself no longer has a stigma attached to it of being campy comic book films, nor a genre that production companies don't want to invest in. The Avengers, Guardians of the Galaxy, Captain America: Civil War, off the top of my head I feel are some recent Marvel/Disney films that will stand the test of time.

I'd also say that Inside Out was a great original Pixar film, along with recent films like Zootopia and Moana for Disney.

That's because the Academy increased the number of movies that could be nominated for Best Picture.

When BatB got the nod, only four others films that year did.

It was one of those weird things that stood out. The first place I saw it, the $15.02 sign was much bigger. I had never seen that before.

I understand the reasoning, but agree that they should just list it as $16 and call it a day, much like how the snack carts have always had even prices or ending in quarter increments, tax included.

It's psychological pricing, along the lines of pricing something at $9.99 - It's less than $10! I had something else to add, but I don't want to give Disney any ideas...

I truly don't understand why some items are listed as sales tax included and others aren't, regardless of where they are sold.

It's really not hard to understand. Carts and walk around cast sell items that have sales tax included so that they end up as even dollar amounts. This was the cast and guests don't have to deal with change.

Awesome!

That would make for a great update of the Train Ride of WS Japan! EPCOT is so easily updatable. ^_^

Many states are not allowed to list the price of merchandise with tax included. I believe Florida is in that group.
