I don't much care about scale in relation to the movies. The Star Tours Speeder is clearly bigger than an X-Wing when you walk past it in the queue, but is also somehow also able to fit between the engines of a podracer on the ride, and it doesn't bother me one bit. I understand that scale is a little bit wonky in theme parks, as it's more about selling the illusion of being real than actually being real.
With that said, once established, the scale needs to be consistent within the land. Therefore, the statues of the Green Army Men need to be the same size as the roaming Green Army Men, and if Jessie is person-sized (as her statue on Slinky Dog Dash appears to be), then any statues of Buzz and Woody need to be roughly the same size. Basically, the Green Army Men can be the same size as Woody, Jessie, Buzz, etc. if they want, but they can't have Jessie sitting ten feet away from a three-story tall Woody.
It's the same principle as having Mickey be half the size of Goofy in the cartoons, and only a foot shorter than him in the parks. There's nothing inherently wrong with the difference, but once the height of "real" Mickey is established, he has to remain consistent.
