Yes.

If the opposite were true (female only, opened up to men), would also be lowering the bar.

Lowering the bar = lowering the threshold of entry

Looks like California will have one less baseball team in a couple of years with the Oakland A's buying a stadium in Las Vegas. A great move for Vegas and honestly a great move for A's fans (all five of them). The Oakland Colosseum is an embarrassment of a ballpark and ought to be demolished.
As someone who lives 10 mins away & have been watching A’s games my whole life there, it feels odd to see this. But very expected, Oakland really screwed up this one. Vegas will give the team what they deserve. Just glad the venue is still popular with concerts and events or this huge area would be dead.

The bar was raised. Female skippers are way better at spieling and delivering the jokes, as well as modifying them.
If the bar was raised, who is prevented from becoming a Jungle Cruise skipper by allowing both genders to act as skippers?

What if when they opened it up to women they eliminated men who may have gotten in before because now they weren't as good as some of the women? Wouldn't the increased pool have raised the bar for skipper quality?

I would argue that increasing the pool of potential members does not necessarily lower the bar. The "threshold of entry" is still getting the job, not who is allowed to apply. What's changed is which attributes are more important.

If appearance is your priority, as in the past, you may end up with a lower bar for friendliness and helpfulness.

If customer service is your priority you may end up with a lower bar for traditional appearance.

The false assumption seems to be that if their appearance is to your liking then they will also be better at customer service.

The opposite is true. Women were the only ones to skipper the Storybook canal boats. Men skippered the Jungle Cruise boats.
