Big difference with NJ having a more pro active approach in clearing, salting , etc roads as compared to MD and both states are only 2 hours away from each other.
It's not just NJ handling it better. For only being two hours further north, they get much more snow than we do in this part of Maryland. We have this rain/snow line, so we tend to get more ice than we do snow. So when we get snow, many times there's a layer of ice under it. Or when it melts, it refreezes and we get ice. Making our efforts pointless. They can salt our roads to death and we'll just end up with the dang ice. Not to mention we get the ice on our sidewalks, which means we get fall risks.

It looks to the northern states like we panic and shut down, but it's just very hard to predict how safe things will be. It's better for most people to stay home and for only essential workers to be out when it's like that, or for people to start their days late (which happens a lot).

Yes and no. Some areas of the shore with weather close to that of MD do a carpy job and can shut down for 3 inches of snow. From about route 33 north it gets better and once you hit Union county and west of there it improves again and from Morris north and west it takes about 9-12 inches to shut things down. That said schools go virtual for less than that throughout the state
Edit: What @StarWarsGirl said ice changes everything
