I hate to go down this road for the hundreth time, but I like to quote the opening dedication for Animal Kingdom: "Welcome to a kingdom of animals... real, ancient and imagined: a kingdom ruled by lions, dinosaurs and dragons; a kingdom of balance, harmony and survival; a kingdom we enter to share in the wonder, gaze at the beauty, thrill at the drama, and learn." Avatar fits this perfectly.
First, they probably know where every sent is since they budget WDI. I'm not an employee so I couldn't be wholly certain but I have to think WDI submits proposals and Disney ultimately says here is the budget, do x y and cut z. That is why you get cuts... The macro company doesn't want to spend too much on projects. WDI likely asks for large budgets because they want to do Disney quality work. Look at EPCOT, that was very very expensive. They did not hold back on that budget and they had an extraordinary result.
I once got a survey in my Publisher's Clearing House mailer. Still waiting for the people to show up at my doors with a check and balloons.....
Why do they need a SW survey? Is no one in the company aware of western pop culture? Just look at this thread...
On a side note, I filled out a Disney Star Wars survey in the mail. It confused me. All the questions were about rather or not I wanted to see "original actors" or "good looking" ones. Odd.

The only problem with this theory is that Universal is doing Disney quality work for untold millions less per project.
Why do they need a SW survey? Is no one in the company aware of western pop culture? Just look at this thread...

I don't see dlr building this until they see DCA's attendance increasing and or being stable.
A lot of things that seem like common sense turn out not to be true. They're going to do surveys and focus-group sessions for everything that they're investing $100+ million in.

The key word in your "millions" estimate is "untold," meaning neither you, nor I, nor anyone else has any idea what the comparative costs actually look like between the companies. What I do know is that this common perception that Universal is winning the theme park war is just plain false. They were BLEEDING before WWoHP and it's the only card they have. WWoHP has been a tremendous success, sure, but they were coming from a very poor starting point. They need Phase II because the rest of their IP is nowhere near the caliber Disney's portfolio.
