I honestly don’t understand why this is such a big deal, especially since it’s temporary. I think it’s a good idea to keep it to just Californians for now, just to see how things flow in the beginning. It’s not going to be forever. Maybe a few weeks or a month+ at best. If it’s longer than that, so be it. It’s been nearly a year and neither Californians nor out of state folks have been able to visit the parks. We’ve survived this long and out-of-state visitors will need to wait longer.
I agree that it is likely to only last a month or two, anyway. And I don’t think DLR will reopen in April anyway, so it will probably be a very short-term headache for anyone trying to go to DL.
I have found travel restrictions to be arbitrary and useless since day 1. None of them have been fully-enforced and they have therefore been used as a system to deter those who behave ethically while those who do not will just do whatever they want. So you are pushing away those who are most likely to follow your rules.
Now, if it is just for a month to make sure crowds are not out of control and for the state to make sure the parks are managing everything up to their standard before fully opening the flood gates, I can understand that. A more straightforward way of achieving that would have been to say “red tier is in-state-only”. Listing yellow as “in-state-only” is silly if we agree that this restriction is likely to go away long before OC reaches yellow tier. I think the tiers, in general, will go away before OC ever gets to yellow.
