As I recall they used to come out and wander around, stopping here and there for a few minutes before moving on. Then as the parks got fuller they used to come out get mobbed, move a little and get stuck in one place and then go back in after a while. Then they used to get out the gate, get mobbed, stay just outside the gate and then go back in. After that they started getting escorted out to a predetermined spot by the handler who would not let anyone approach the character until they reached the spot. They would then stay in that spot with guests mobbing all around. Then they moved the spot to little corners they could cordon off to create a space for a line to form. Since that time, the character attraction was born. They figured out they could put the characters inside in the AC and they could stay longer vs the characters who could not work very long in the heat. Thus we have the indoor character attractions.

Many factors create the algorithm...but the usual computations include overzealous hope, boredom, and failure to make real world sense...
If you notice in this case: this started when the movie opened based on rotten tomatoes and appears to have been mostly water cooler - at least treated so by the accountants. Those discussions appear to have originated roughly 12 hours after the films premiere and took heavy input from Rotten Tomatoes user scores.

and by a "themed Room" you mean an "extremely lightly themed Marriott stlye meeting room"... The loss of a ride for a meet and greet was shocking and terrible. Unfortunately far too many people seemed to applaud this change.
Probably so. It’s hard enough to get to the ride as is it right now as a walk on attraction. Just think of the crowd for a “new attraction”. Now if they would open it around the same time as the Rat ride it could help offset the crowd on one side of WS. Plus, Frozen 2 comes out in 2019 and we will see what f they strike gold again. At least they took their time with the second movie. I haven’t watched Coco yet on Netflix.
