Plans do change. It's the nature of the beast. From a longer Horizons to a two story Imagination ride to a longer Mine Train ride. We came so close the the Monsters Coaster. And they still haven't linked the CBR to Epcot by boat let along DHS to Epcot by monorail. For me it's part of the fascination. What could have been.
Take for an example Avland and its ride roster and budget. It was modest. It got bigger. Too big. So it was pulled back. Then it was too small. So it grew again. But this time the price went up and up without much more being added. The best analogy is the officially documented development of Star Tours. It was I think around 16 minutes long. Too long. So it was cut to 3. Eisner worried people may feel short changed so it went back up to over 4 minutes.
Or I could talk about S-->D, the Magic Kingdoms version of Disney Dreams! The projectors went in but that was it. No syncrolites. No flame jets. No fountains all around the new hub. Premiering in 2014/5. (and that's not the complete name, but it can be verified by anyone who knows it)
I don't have all the answers. Nowhere near. I don't claim I do. I just do what I can. And sometimes that means I have to be vague or appear to contradict others - or even myself.
