Nice idea, but this is not news or even rumor.

Addressing the 5th theme parks; the Master plan allows for a 5th park within the plan, but it is not meant to document what they actually plan to build.

So the word 'plan' in master plan means not planned?

The RCID 2020 Master Plan lays out how the resources of the WDW property can be best utilized. The plan was created to allow for a certain number of major parks, minor parks, golf courses, hotel rooms etc. So it's basically saying "this plan will work if you build up to 5 major parks", not "we plan to have 5 major parks by 2020". It also doesn't detail exactly where any of this would go, it just makes suggestions as to suitable places for these things to go if they were built.

"For service planning purposes, this plan projects that development will occur at the maximum level shown in
Table 2-1 for the ten years through 2020. It is likely that the actual amount of development that occurs will be
less than the maximum allowed. However, to ensure that adequate capacity is provided, infrastructure and
roadway needs have been based on the most cautious (i.e., aggressive) forecasts for future growth.
Assumptions on development will be reassessed at least annually to incorporate the most current information
available on proposed development at that time.

The plan was last revised in 2010, so they did 10 year planning horizon. So they were basically estimated the most they would possibly build in 10 years.

That is an awesome nugget of info right there! So are they done every decade? How long do they work on these? Are you realistically expecting the next one to not include an expansion or, as some one here are suggesting, they actually spend money to scrap it?!

I assume they will update it as we get closer to 2020. The current plan does not mention a Monorail expansion, I do not expect the next one to either.

EPCOT resorts are in the least need of a monorail loop, since you already can either walk or take a boat from them to both Epcot and DHS.

Excellent point, it would connect them to MK though (through transfer). So that extra station at EPCOT was intended for where then... It's not just about transportation its also about value and the value it would add to all those resorts would mean people would be willing to pay more to stay there and when the next resort gets built the line is already there...

I'll go a step further than most. Not only is the monorail not getting expanded, I don't want it to. It's a crummy mode of transportation that is fine as a gimmick on a fixed loop, but it's terribly inefficient and wholly inflexible.

Same with the boats. They don't require the capital but they're SLOW. Fort Wilderness is way closer to the Magic Kingdom than Animal Kingdom Lodge, but leave your room at the same time and the AKL buses will have you at the MK in the same amount of time.

Not everyone is in a rush, you've never taken the ferry just to relax or intentionally to go slow? An internal tour of the property from a boat seems exciting to me, I've never ridden from International Gateway to DHS for example and look forward to doing it on my next trip...
