Yes, that was the plan several years ago.I believe @Lee has mentioned in the past that it is intended to bring him to WDW as well. Though i'm unsure if this is still planned. Perhaps the chances are good if they've already made a duplicate figure. They did plus Little Mermaid recently with the California enhancements, and WDW1974 has also mentioned that the Big Thunder effects from Disneyland are also supposed to be coming at some point.

Yeah, has it EVER been confirmed that the man in the web existed? There is no audio, no WED enterprise mechanical renderings, etc.

Other than concept art and a place holder for it on a map doesn't mean it ever existed. It seemed like it was a proposed idea that was never built.
Also, why does it even matter to you what's in the WDW HM anyway, since you've already made it known that you think the DL one is superior to it?!

I have no arguments against this claim as I haven't heard either way. I do polite ask for a source detailing the reasoning that room changed. I couldn't find it from a cursory search at DoomBuggies.The cobwebs with the huge spider in the WDW version was taken out because it was considered scary etc by guests. Hence why WDW replaced it on a refurb with the endless staircase room.
With little / no evidence on how the effect really was, or how it could be portrayed today, your 'guess' doesn't carry much weight. I could call oh so many of the 999 happy haunts 'mutilated' myself, by the way.So if a spider room won't fly do you really think a mutilated man in a web screaming in horror would fit in and pass at WDW in the HM?

The same could have been said for the hatbox ghost had he not been so integral in the marketing, and behind the scenes of the original mansion.That is based on books that wrote assumptions that it existed past the concept drawings of it and a possible body to try it. There has never been any legit confirmation that it existed and was in place. Doombuggies and other expert HM sites haven't been able to find any proof of it other than "word of mouth" of someone that claimed to have seen it etc.
