As far as I know as of now the only place to stream the entire past library is starting today on BBC iPlayer in the UK. Outside the UK they are currently not available, not even on BritBox which has the classic series (seasons) but not the new series (seasons).They'd've kept me as a subscriber if they actually streamed the library of existing episodes.

Yes it would be nice if all of it went on to D+. My guess is that the back episodes are locked up for now with older BBC contracts, whether they are using them or not. Getting those added to D+ would strongly tempt me back to the service for longer than a periodic month's binge. I'd love to do a full rewatch from An Unearthly Child onward.

I would imagine this even being just a phase one for the Disney/BBC relationship. I wouldn't be surprised if we didn't see other BBC shows making their way onto D+ over time as well.
