Wait, you're blaming the states for the awful roll out of the vaccine? The ones who have had to figure out how this will work with zero guidelines and very little money and who are already overwhelmed dealing with a pandemic? This is 100% on the federal government.
How is it 100% a federal problem? Some percent, sure, but 100%?
Let’s look at in reverse( Instead of everyone saying it is not my responsibility and my big brother should take care of it for me. ( Big brother as in local big brother is the state and state’s big brother is the federal government)
Individuals that want vaccination: Do not wait for someone to knock on your door and offer the vaccine to you. Find out how to get it in your locale, limited supply will get better, but hold the system at all levels (local, state, federal) to their responsibilities in getting vaccine deployed.
Hospitals and Clinics: if you are too busy ( overwhelmed) to administer shots beyond your own staff tell your locality you cannot provide the service and that the locality or state needs to send the shots elsewhere.
Localities: If the clinics and hospitals are not able to administer the shots you are projected to have, you need to look at other ways of delivery. Local pharmacies, stadiums ( staffing would be the issue) etc. If you cannot handle it, get advice from the state, but do your part. Do not just push it all up to the state. You should know your locality better than the state does.
State: If localities are not getting their responsibilities done help them find the solutions. Are there state level resources and knowledge that will help the local distribution problem? (Lot more can be said on what they can do, but too much typing). Do not expect a federal slush fund to be sent to the states to fund things. It is harder for states to fund things than the federal government, but states have some strength and financial ability if they have been responsible.
Federal: Are you getting the doses to the states? Are you making the supply chain for production work? Are you providing frameworks for states to modify and adopt? Are you facilitating nationwide pharmacies role in vaccine delivery to end user?
Saying it is a 100% federal problem is an oversimplification. Its everyone's problem.
