Not sure about the need for the fencing, but when you do construction you often put up silt fencing to project from soil run-off, but that is not what was installed there.

I think the fencing is far more interesting than the gates. Gates alone could be considered a precaution. Fencing indicates...more

If GF=Main street, Poly=Adventureland, WL=Frontierland, Cont=Tomorrowland .... then we just need a fantasyland.
Something along the lines of Hôtel Barrière le Normandy Deauville... a bit of french seaside architecture, and Bob can have his Beauty and the Beast bar and IP rooms there instead! win-win!

Basically a Magic Kingdom-y take on the Beach Club.

Geothermal is highly doubtful given the placement of the property in relationship to the nearest edge of the North American tectonic plate. Its 1,679 miles to the closest active volcano and 949 to the closest hot spring (>50C). Solar capture either by voltaic or a thermal medium (not too effective for electricity) would be the most efficient.
Geothermal does not rely on volcanos or tectonic plates. Almost any dry place on earth can have geothermal, it all depends on the depth. No matter the location, the earth's crust produces heat at a certain depth regardless of proximity to geological features. Obviously being near hot underground features would help but it's not necessary.

Regardless, geothermal in swampy Florida land probably isn't recommended anyways.

You also forgot Liberty Square though.

I do like your idea but I’m still going with a HM resort for the win.

Oh you're right! A Liberty Square parallel would be interesting. A fishing village theme would allow them to build more on the water.

HM hotel would be hilarious

You're both forgetting The Hub.

If the land isn't great for building, why don't they just create Disney's Boat-House Villas?

Floating villas, sort of like the Poli water bungalows, but they look like boat houses. Hell, they could actually be pontoon boats with pre-fabricated hotel rooms.

What would Reedy Creek Improvement District or Disney have to gain by deliberately lying on a state required document?

How could land be so unstable that it cannot support a piece of steel shoved into it but can support the truck loaded up with more steel, crane and pile driver that put it there?

Supposedly friction piles driven into this section of land suffer from a condition called negative skin friction.
