Yes, and it's a moderate that lost its sit-down with the economic downturn and could and should have it reopened.

New Orleans Resort with quality restaurant? Oh how I wish they had build the planned New Orleans addition to the Empress Lilly! :'(

What a setting for my ship! What a terrific, sophisticated shopping and dining district! Live jazz, classy restaurants, immersive architecture. Can you imagine:

Speaking of resorts, I'm assuming Nemo is in play for restaurant theming since they seem to think the movie took place in the Caribbean.
I agree that PatF doesn't belong in Adventureland, but implying that Disney is wrong when they correlate NOLA and the Caribbean is incorrect. New Orleans has a lot more in common with the Caribbean than it does with the rest of North America. This accounts for both its architectural differences, as well as its differences (and shortcomings) in socioeconomical issues and infrastructure. It's often said that you can't look at New Orleans as a struggling American city; you have to look at it as an extremely successful Caribbean city.

Edit: So having said all of this, while PatF would be weird in Adventureland, it wouldn't be the worst thing. Especially if it were near Pirates.
