I do believe we cannot just give vaccines away due to how deals were written with the makers. We can lend though.I’ve just had a really odd idea! I presume that in the USA your vaccinations are free? If that is the case then let the people who are not vaccinated THROUGH CHOICE donate their vaccines to another country- probably India at the moment. Then if they change their mind they can still have a vaccine but have to pay for it. Obviously not too much but enough to make them think twice. The vaccine hesitant could lose their right to a vaccination 3 months after their age group opened up, with the doses again being donated. As before they could stlii have a dose but would have to pay for it. No idea whether this would be an incentive or disincentive but would welcome thoughts. As I said an odd idea!
