This is true we don’t know for sure, but haven’t multiple insiders have said it’s completed and it’s more of a logical decision. I know training was brought up a few times.

I definitely don't care for that little archway thing. Makes it kinda claustrophobic in an already tight area. Would look a lot better without it.
That's the "don't look up at the Eiffel tower" archway.

Yeah. I know they needed to do something to block views of the Eiffel Tower, but I don't think their choice works. While that kind of wrought iron roof/canopy isn't unusual in Europe, it is strange to have one that small -- I've never seen one that's even remotely close to that size. They're typically over train stations, marketplaces, or other large areas. It just doesn't look right on that scale.
I'm not sure what other options they considered (or could have considered) but they should have gone with something different.

Pretty sure it’s in test-and-adjust. I’ve seen the downtime reports.
It was hit several times by manpower issues.

The closest parallel is probably Disneyland's Roger Rabbit Cartoon Spin, which was ready to go along with the rest of Mickey's Toontown in January 1993, but its opening was held off a full year until January 1994 in order to have a second marketing push for the area. Ironically, as a result of the offerings in the rest of the land, the area gained a kiddie reputation that it's been unable to shake to this day, despite the dark content of its headliner attraction and its source material.
There are also incidents of individual attractions being done long before a new park is ready to open. I believe MK's Haunted Mansion was ready to go more than a year prior to the park itself, in part because a lot of the interiors were manufactured at the same time as DL's version, which opened in 1969.
However, typically when an attraction is ready well advance of schedule, it just soft opens with normal operations and has its official grand opening and press event several months later, as was the case with Mission:Space and Expedition Everest. It's relatively uncommon for a completed ride to sit unused within an operating park area ("seasonal" operations and dubious "refurbishments" aside).

This was touched on in the Future World thread but also really applies here too. Theming is too often a synonym for stuff added onto whatever when it encompasses all aspects of design. This expansion space is poorly themed, but not because it doesn’t have a bunch of ornament or props. A sign isn’t a detail, it’s a sign. Scenic paint to create age is only a detail if it supports a story and would really go unnoticed because of its minuteness.

No, they are not details. They are basic elements of way-finding and design. They can be part of a detail if done in a particular manner that truly expresses the story in a way that would go overlooked but reinforces the thematic ideas. Even aged paint is not really a detail when it is applied to a building that looks contemporary.
