Both are excellent resorts and Pop indirectly gets a lesser nod because of it's "value" designation. Here some things to consider:
Is the themeing important to you? Pop has the playful "giant" motif and PORS has won awards for its landscaping.
PORS has both a food court AND a sitdown resturant. Pop has only the food court.
Because of the sit down you won't see any discounts in the food court at PORS that you will at the Pop if you have someting like the Disney Dinning Experience that AP holder can have. I can't remember if just the AP alone gets a discount but you might check. The DDE gets a discount, (20%) on both food and adult drinks. The Pop does have a bar off the food court that opens in the evening at about 5:30 PM. However, there is a path that is reaches between PORS and PO French Quarter that is about a 15 minute stroll that does give the discount, and has better food quality IMHO.
Pop has a fun lobby and gift shop with its "decades" themeing. If you haven't ever seen it that would be a plus. They also have a series of informational signage if you take the outer path around the entire resort that has interesting factoids. Plan on about an hour to do the walk around. PORS has the one of most beautiful series of pathways no matter where you are headed.
Bus service at Pop is one of the most agressive and effecient. PORS shares it's service with POFQ but because of its smaller size POFQ doesn't affect the bus loads much as some of the All Stars that can load up completely at the first stop and never make it to the second. Another issue about the busses at PORS is they can take a couple of enterances/exists into/out of the loop that can greatly speed things up. Both PORS and Pop are considered "sister resorts" and are located about the same location in relationship to the rest of the World so travel times to parks is about the same.
You can ride a boat to/form Downtown Disney from PORS. Important if you plan on a Disney nightlife while it matters, (Kungloosh while it lasts,

Others have already mentioned the economy issues.
I would give the Pop the edge on friendlyness and service at the front desk over PORS. But that's not saying PORS has a bad front desk. It was more of a issue of PORS doing what is expected and Pop finding ways to do more than was expected when I interacted with them. Once the CMs understood my situation and needs they came up with ideas and suggestions that I didn't ask for and wasn't even aware were options - and THEN did what it took to make it happen instead of handing me off to someone else to take care of my needs.
Either resort would be my #1 and #2. I don't see how you can go wrong. I it is just a matter of what you would prefer.
