There is an unofficial dog beach in my town where I let my dog off leash (not supposed to, but everyone does it) and I'm surprised how well everyone handles their pets. Mine usually starts to approach others, but stops if I tell her. The people with problem dogs tend to look for more isolated parts of the cove so in the crowded areas there is less of a problem. I've never seen so many responsible pet owners hanging out in one place, it is kind of weird.
Down in Hilton Head Island, SC in the winter, many dog owners have their dogs off a leash and the ones that are off the leash are always well-behaved. You don't see them off the leash in any other areas, nor during the summer when there are a bunch of people around, but those dogs love the water.

Ingredients
1large potato, per person
¼cup chopped celery, per person (include leaves)
¼cup chopped onion, per person
¼-½cup milk or ¼-½ cup half-and-half or ¼-½ cup cream
salt and pepper, to taste
butter or margarine(optional)
Directions
1 Peel and cube potatoes. 2 Put in a saucepan along with the onions and celery. 3 Add water, but don't quite cover the vegetables. 4 Bring to a boil, lower heat, cover and simmer for 25 minutes, or until all of the vegetables are very tender. 5 Using a potato masher, coarsely crush the potatoes, but don't mash them--you want chunks left. 6 Add enough milk or cream to thin to desired thickness and add salt& pepper to taste. 7 (It will take a lot of salt!).8 top with teaspoon of butter
