As has been pointed out several times nobody is questioing BatB, LM or the new Pooh queue, rather it is everything else about the FLE that seems to have stalled while the overall construction appears to have slowed down.

The only work they could possibly do inside the perimeter of the fence is on BatB, LM and whatever goes in Area "X" - which is currently being used as a lay-down area for materials.
I know people will just say I'm continuing to feed the animals, but maybe I should explain large construction projects....again.
They start with several large pieces of equipment and lots of personnel. They move quickly to demolish anything that's left and start doing "mass cut and fill" with the dirt, to get it roughly where it needs to be in the end.
Then they set up shop where buildings are to go, and start on more refined with, requiring far less equipment. To pour footings, you need a backhoe/excavator, a form crew, and then a concrete truck. When you go from a mass earthmoving task to something like this, you will obviously see a GIANT reduction in "apparent work".
They're also installing all of the new storm drain systems. Those giant concrete pips are gradually disappearing from the staging area, I've noticed. Which means they're putting them underground. Doing this work takes a backhoe or two, a couple of laborers, and a guy shooting grade to ensure the pipe runs down hill. You lay one piece of pipe at a time, and just kind of do your own thing. Installing storm piping isn't a huge operation.
There is also a ton of underground piping and electrical conduit that must be installed within an attraction's footprint before they can go vertical with it, but after foundations are poured. And since this is a theme park expansion, there are giant banks of conduit and probably even an extension of AVAC to somewhere in this new area.
Someone bobbing up and down on Dumbo for 3 minutes isn't going to capture what appears to be a lot of work. But for someone to look at the shots or video who actually knows what's going on, the continuance of work is obvious.
"Everything else" (Dumbo) is "stalled" because Mickey's Toontown Fair is in the way. The mystery ride still appears to be a staging area, but if you look carefully there are survey markers in that area.
