You can either upload your photo to a photo website such as Flickr or PhotoBucket which will then give you a link to the photo which you can then enter in to the box which pops up when you click this icon on the forum when writing a message.

Or if you have your own server you can upload the file to that and enter that link when prompted to do so after clicking the same button.
