FWIW that's an area closed during the fireworks. The guy standing there is one of the pyrotechnic guys watching what they shoot off the two buildings that branch off the castle. It's the loudest place I've been during the fireworks, with them exploding from all sides and above.
The water on the bottom is runoff from the fire-suppression system on top of the buildings. The downspouts around Fantasyland will start to drain pretty vigorously 15 minutes or so before the fireworks start. After the show some areas are pretty drenched from the runoff and CMs will squeegee the walkways of standing water.
