They haven’t.
Capacity has not been increased
My sister called Disney today and spoke with a Cast Member for about an hour.

According to that Cast Member, the capacity limit was not increased. However, in the past, limits set for offsite ticket holders and onsite Guests were not being reached. For this weekend, Disney shifted some of this unused capacity to (local) Annual Pass Holders.

As a result, even though the overall limits were not changed, the parks were the most crowded they have been since reopening.

For what it's worth.

There had also previously been an issue that APs booked a date and just didn’t come. It would seem they are actually coming this weekend...

All of the complaints I’m seeing on social media about the crowds are a bit silly though. What did people expect? It’s the first holiday weekend the parks have been open since Presidents Day.

Regardlesss of who told who and who heard from where, capacity was not increased.

I've been keeping my eye on the wait times throughout the weekend, and I think this was born out in the posted times at the Studios. While the other 3 parks did exhibit visible increases in wait times (although definitely not as dramatic as traditional holiday weekend... there was never a '160 minute' FoP time for instance), HS has been pretty consistent with what I've been seeing from every day operations since reopening. Nothing topped an hour there, aside from MMRR at the typical times.

My interpretation of this is that the Studio's has quite often been at or near its (very low) capacity since reopening. It probably wasn't much worse there today then it was on a random Wednesday a few weeks back. The other parks haven't come close to hitting their caps before this weekend (aside from some heavy AP weekend attendance), and now we're finally seeing the 'crowds' that Disney had hoped and planned to have since the beginning. For a few days, at least.

Thrill-data graphs for overall park wait times @ HS and MK to illustrate - dates selected "random Wednesday" of 8/26, last Saturday 8/29, and Saturday of Labor day weekend 9/5:

Well, I was waffling on going or not in 4 weeks. WIth these crowds, reservations starting to fill, and hours being REMOVED, Disney makes it a pretty simple decision. It's not going to be long when wait times will be pre-Covid, with fewer hours, and no entertainment.

I wonder if there are enough idiots to pay premium price for the extremely reduced product. I sure hope not.
