It’s not that it doesn’t make sense it’s that you don’t understand it.
New attractions like TRON do add to attendance. I never said it didn’t. But the MK was not in need of an attendance boost pre pandemic and certainly doesn’t need one right now or for the foreseeable future.
Ever heard of induced demand?

"In need of an attendance boost" is in the eye of the beholder. Disney always wants to boost attendance and will do whatever it takes to make that happen. I enjoy MK but quite a few people think it has become stale and in need of something new. Tron will do that whether you want to believe it or not.
No, not at the MK. Bob Iger talked about MK being too crowded and how that reduces guest satisfaction. MK get on average twice the number of guests than it's built for.
MK needs new attractions that aren't so attractive that it boosts attendance, but, 'eats people'. Something like the abandoned Main Street Theater.
MK needs the other parks to get more attractions to draw people out of the MK and to them.

They don’t need to boost attendance with a major new attraction when the park can only operate at a fraction of its full capacity.
Opening and marketing Tron right now would waste thousands if not millions in potential attendance.

Yes it will be open for the 50th anniversary if they even have a 50th Anniv celebration.
With Disney's leadership, it is more like Diariah.

It sounds like a fair characterization of the major new attractions is something like:
- Remy - Fall 2020
- Guardians - Spring/Summer 2021
- Tron - Summer/Fall 2021
- Play! -Fall/Winter 2021 or early 2022
