It's to make them feel comfortable amongst other sentence-case content, as if they have ascenders and descenders like lower-case letters. A good font with this attribute generally has an alternate set of numerals amongst the glyphs to use when the variance isn't appropriate (e.g. in an all caps title).Argh.
