It's possible. In Wyoming, there are a lot of ranchers and there are large distances between places...my dad lives 20 miles out of town, for example. Normally you can get a learners permit at 15, where you can only drive with a licensed driver in the seat next to you, etc. But, in certain circumstances, such as someone who lives out of town, they will issue you a "hardship" license so you can get to a job, for instance. If you have a sick parent who can't drive you, or whatever...and you can get that license at 14. Also, on private land, you can drive without a license. They can't ticket you there because it's not a state funded road. I remember steering while the truck was in low gear or something when I was about 4, dad in the back throwing out hay for the cattle. He couldn't drive and throw the bales out at the same time and we were too little to throw the hay, so we just steered the truck for him. And later, we practiced driving out on the ranch roads...you get good at dodging potholes.
