The problem is guest confusion. Kids will see someone dressed like a character and immediately want to see them up close. What happens is the costumed person, who obviously has a "look at me" situation going anyway, will play along. Disney has neither briefed, trained or cleared that individual for those encounters. Anything can happen ranging from OK, everything is fine, to OMG look what just happened. So unless it is a special occasion like the Halloween party they do not allow adults in costume in the parks.That was my thought, if you don't cover your face, what is the harm?
