This seems to be happening everywhere. We just experienced this recently.
In a previous job, I worked for a surgeon for about a year (hated the job). Anyway, part of the problem is that they don't hire enough people to do all the work (and I'm referring to everyone: doctors, nurses, techs, and all other general office staff). If you had any idea what goes on behind the scenes (i.e., the volume of work), you'd understand how things get miscommunicated and/or slip through the cracks. Depending upon the office or institution, it can be a toxic culture to work in. The burnout rate is high; I barely made it a year, before I quit that job.
No patient should have to wait a long time for an appointment, and information should be communicated correctly and in a timely fashion. Until the bean counters stop slicing budgets to the bone, continue to expect to wait in doctors' waiting rooms. Also, be an advocate for yourself; make sure you understand everything they're sharing with you. You're very intelligent and reliable, so I know you do that already. It's just a general suggestion I pass along to everyone I know.
