The white building was the original concept art for the boathouse. The shopping area was supposed to look like this:

More recent concept art for the town center area shows an outdoor shopping area. I'm assuming the indoor section is no longer in the plans.

That picture and what you have marked is the Town Center, the landing is the old PI, but you are right, the model does show an indoor section so hopefully they still plan to build that.
Maybe it will open in April for my trip!
