I'm not saying that bad rides don't exist. I'm just saying no one is going into makeing a ride saying we're going to make a bad one. Outside factors such as budget and other limitations can happen. What sounds good in the idea phase won't necessarily work in practice. I'm not a fan of this retheming. I think the sequel angle with Tiana owning a food co-op is a weird premise.

Maelstrom needed more ride system work, but still, the point stands. If they are just reskinning AAs, changing set dressings, and doing the exterior work, I guess it’s possible.
As easy (and largely correct) as it is to shun book-report rides, you absolutely can do it well, but man, imagine what 2022 WDI would cook up 11 years after The Little Mermaid's book report ride.

It seems they've taken a page from Jungle Cruise and turned a cringe-worthy attraction into a comedy show.
The team members in the pre-shows no longer recite the cringey dialogue, instead, they make a big joke about everything -- especially about how poorly the show's dialogue was written and all the logical inconsistencies.
Very fourth wall breaking and it is now truly hilarious.
The actual ride is still awful with uncanny valley hard-to-follow ""action"". But experiencing the TMs mock it in advance was worth it.

They also did some some pavilion construction as part of FEA, right? I feel like they did something with the queue that didn't exist before, so it was more than just a retheme of the existing ride.
They took the old see-the-movie-about-the-country-which-we-didn't-make-part-of-the-ride theater room into an extended part of the water course. That alone was a major engineering revamp.
Then they had a whole new queue.
And there weren't pre-existing AAs to be reskinned as characters of the film. They instead created new AAs.
Because... AAs always make the ride special!!

Long time line, one of Disney biggest contractors, end date around the announced completion time, correct lead time for the start, can't see this permit being for anything else.

I assume you got that off of Google maps. 1180 Seven Seas Dr is the overall address for Magic Kingdom. Google is not good for in-park addresses. I use the RCID address database for this.

Because it's a totally unnecessary project. So many better places that money could have been spent including a proper refurb of the current version of the ride.

If that's the idea then they are pretty petty.
It was a joke. Most likely means Caribbean waY since they're using the site's ID# and not a actual cryptic project name like Delos or TIJ.
