I doubt they’d announce the closing date for Splash in front of an audience. They’ll probably save it for a blog post. I’m guessing it closes after the holidays.
My guess is if they do this at D23 they'll just announce more details on stage, possibly a more specific opening timeframe, then closing date for Splash will come up in a blog post at the same time. I believe they handled GMR and Energy this way. There's zero reason for them to announce the closing date of a beloved attraction on stage.

Mental gymnastics on whose part? I for one have made it very clear that I don’t find the emphasis they’re placing on research either necessary or compelling. The salt mine stuff in particular was just weird.
I feel like they’re trying to justify the “mountain” aspect, but really, with the voodoo element, that could easily be explained. They could just make it some kind of Shadow Man trickery.

I think the D23 presentation will provide details about Tiana's Bayou Adventure and that the announcement of Splash Mountain's closure will probably be done on Twitter or something. Disney isn't wanting to draw too much attention to the ride in its current format.

Yeah, they'll focus on the new theme and a time frame when when it will be completed leaving the closing date of the B'rers' unmentioned.

Focus on the destination, not how long it will be dragged out to get there.

Or worse, there could be protests. And it may not look pretty, and it may end up all over the media.

So if there were protests against retheming Splash Mountain at D23, the media would have to provide context on "Song of the South" for the general public. Imagine how most people would view those protesters in that context. And what if more extreme groups with culture war grudges against Disney try to join in?

Now, if there were a protest against Chapek's leadership, high prices, diminishing quality, etc., I think you'd get, at best, a passing mention during a quick "The D23 Expo is happening this weekend..." story on the local TV news. The general public -- and assignment directors in journalism deciding what gets covered -- may feel like such a protest is a sign of seriously misplaced priorities.
