It's clear that they weren't actually planning this re-theme before they announced it. It appears to be an emergency drill situation and they rushed one piece of general concept art out. So they probably had to actually start planning the re-theme after they announced it vs. visa versa which they usually do. I'm guessing that's why it's taking a while. I can only imagine if they went back on their word with this one - it would make them look really, really bad.

Other than blue sky, you are correct.
 
None, it’s looking less and less likely that the Florida conversion will happen as planned.

I don't post here often, but if you are someone with some actual inside scoop about that the Florida retheme might not happen, then I have mixed feelings about this. On the one hand, I do really enjoy Splash Mountain and if it is here to stay, that's great. However, part of me was looking forward to the retheme because if Frozen Ever After replacing Maelstorm turned out to be great, then maybe this would've too. Also, it would've been nice to hear my very favorite celebrity and voice actor Jim Cummings reprise the role of Ray the Firefly.

They didn't mention it in the press release, but I could have swore in one of the interviews after the press release someone asked about Tokyo and they said this was for the US parks.
I don't remember that at all.

I remember insiders claiming OLC said they weren't going to change it.

But then again, OLC just decided to change Space Mountain...

Honestly since it's been so long I honestly could have mixed up what I've read from official press releases to what the insiders have been saying. Rereading the OG press release though the Retheme still looks like it's only happening in the US Parks or at the very least that's all they announced.

it was never officially stated that Splash would be changed in Tokyo or even explicitly talked about. It has just been "insiders" saying that Tokyo apparently refused to do it even after Disney's best sales pitch. Time will only tell what will happen.

Hypothetically speaking, not that I foresee this happening, but if Disney wanted OLC to close/redo splash mountain couldnt they revoke the license of the SoTS characters ? And obviously this doesn’t mean they would change it to PATF or anything like that but just saying
