So here's my solution to the PI problem that appeases both sides (the "more shopping and dining" suits and the "we want someplace to go at night" crowd):
The "problem" that the suits had was that when they originally opened the West Side, there was a very long stretch between the Marketplace and the West Side. The only way to get from one side to the other was along the sidewalk between PI and the parking lot. Originally, you even had to stay on the sidewalk all the way to Planet Hollywood, until they built the little bypass bridge that went between PI and Planet Hollywood and under the original PI/West Side bridge. (This was removed when the new West End bridge opened)
They tried to alleviate the problem by opening the island up to foot traffic at all hours, not just pre-7PM, so that people would walk through and perhaps buy a ticket into the clubs. But by doing that, they introduced the family element to the island, which isn't what it was designed for.
So the solution is to give the Guest something to DO between the Marketplace and the West Side that doesn't involve the Island.
The solution is two-part:
First, carve into the parking lot between T-Rex and the PI bus stops. Create an attractive route from the Marketplace to the West Side with things to actually see and do along the way. Build stores, add a restaurant or two. Make the bean counters happy at all the extra revenue that's coming in.
Then, with a family-friendly route from one end of Downtown Disney to the other in place, put PI back the way it originally was. A gated island where you have to have admission. No more mallrats who're there only because it's free, no more Mom & Dad pushing little 4 year old Susie in her stroller who get all offended by the beer-drinking adults they see while walking through PI. Everyone's happy.
Obviously this would require a bit of planning and design work, but I think it's do-able. And I admit it would create additional parking issues, as it would cut into the already limited parking that's close to the Marketplace. This could be mitigated by working on the overall transportation to, from and within Downtown Disney. Add more water shuttles operating out on the lake. Perhaps even have some other sort of internal shuttle operating within DD. Make the vast, always-empty lots past Cirque a viable place to park.
