That seems like quite a leap. I think he saw the need for less automobiles in an inner city environment, but, automobiles, buses and trucks were still going to be essential to the survival of the community, just not inner city. So it wasn't even close to rejecting auto's in society, just in the city. That required a very complex set up of public transportation to achieve. It hardly meant the overall end of it as we know it. The very concept had visions of places like GM and Ford within the heart of the city. Eliminating auto's from the scenario completely would have been pretty counterproductive to the goals of EPCOT, I would think.
