News Reedy Creek Improvement District and the Central Florida Tourism Oversight District

New Article about the RFP for the operation assessment issued by the district:

Twenty-one prospective bidders have filed proposals in response to the Central Florida Tourism Oversight District's request for operational assessment proposals.

The Central Florida Tourism Oversight District oversees the 39-square-mile governing jurisdiction and special taxing district created in 1968 for Walt Disney World Resort's (NYSE: DIS) land that acts with the same authority and responsibility as a county government.


The district’s leadership is seeking a prioritized list of reform strategies with associated action plans for implementation.



Orlando-based Fischer Consulting LLC is one of the bidders, and CEO Lance Fischer said in his view, a successful assessment boils down to basics, emphasizing the fundamentals of running and fine-tuning an organization: "a few business principles, good training at every level and communication.”

Fischer said he hopes the district decides to keep the opportunity local, given its impact on the community.

The four Central Florida bidders are Diane Meiller & Associates, Epic Engineering & Consulting Group LLC, Fischer Consulting and Intintolo Advisors LLC.

Also in Central Florida, Brite Hire LLC and Sharity Inc. submitted bids but since have pulled out. CEO Tiffany Hughes of Brite Hire said instead she will focus on the Veterans Small Business and Buy Local Program Outreach & Implementation Services contract. President Carol Wick of Sharity said her firm decided not to move forward for a variety of reasons.

The remaining 17 bidders are from other parts of Florida and around the U.S.

Special districts in Florida and elsewhere​

The Central Florida Tourism Oversight District is not one of a kind. While the district has gotten a lot of attention — previously as Reedy Creek Improvement District until it was replaced in 2023 — there are 1,800 special taxing districts in Florida and 51,000 nationwide. Such government districts are created for a variety of reasons, like providing public improvements, community facilities and services.
 
The part about relying on a singular source isn't wrong. It's the right thing to pursue economic diversification with economic industries. A good economy has a healthy mix of different industries. But Orlando/Central FL is a different case. Tourism and tourism services are the bread and butter of the region. There are different sub-contractors for all of these parks that work in different industries. By providing a stable frame of regulation for these economic powerhouses, everyone benefits. Impact fees and WDW aren't a new issue. In the 1980s Orange County and WDW got into a feud over WDW not paying impact fees, particularly over the development of MGM/HS. Eventually, they all settled and WDW ended up paying a one-time fee, sort of as a replacement for the impact fee.


However, businesses in the district pay two sets of taxes to the district/cities and their counties. So, it is possible whatever they would have paid in impact fees has been made up by the dual level of taxation.

I agree that it is difficult to walk the line between discussing a situation caused by politics, and expressing outright political views - including insulting politicians.

But many members have been able to walk that line. If posters think it is too hard, they should just not post anything.

im really curious as to how my post crossed the line? all i did was comment that the subject of the thread itself was a political one? i did not comment on either side of the issue
