Who will stop Disney from ignoring the made up rules from the new board?
What's their enforcement authority? This was an issue with even legally-enacted COVID mitigation orders during the pandemic. If a business decided to do something that violates their regulations, what penalties could they impose and what entity would enforce them?
It’s hard to say with only knowing the title of the resolution. My wild, baseless speculation would be making it part of the fire department’s public safety mission which allows them to close facilities for life safety concerns.

It demonstrates the board’s willingness to exceed their authority. Yes, Ziegler had said it but now they are acting. The board has expressed a desire to be involved in Disney’s operations and they are starting to act on that desire.

If WDW decides to address a future health emergency with mitigation measures, the board is going to have to fire department close it down for life safety concerns?

Interesting questions. Let's stay on topic. Is the RCID board allowed, or should be.allowed, to issue these type of regulations? Are the current board members competent and qualified to make science based regulations?

As a general rule businesses are allowed to exceed public health rules, rarely prohibited.

The Florida Department of Health isn't even competent enough to make science based regulations.

Not sure if you’ve watched the film, but this scene involves a malevolent, evil power that left a controlling spell in the husk of the then governing authority over those lands. The protagonists (good guys) arrived and were confronted with this trap, and this quote is a response at the futility of trying to undo this spell. Might want to watch the rest of the film to see how that ultimately went.

At that time and in addition to other business on the agenda, the Board of Supervisors will conduct a reading and public hearing on and consider for adoption Resolution No. 640. A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE CENTRAL FLORIDA TOURIST OVERSIGHT DISTRICT ADOPTING REGULATIONS PROHIBITING COVID-19 RESTRICTIONS AND MANDATES BY BUSINESSES WITHIN THE DISTRICT UPON THEIR CUSTOMERS OR PATRONS AND PROHIBITING COVID-19 RESTRICTIONS AND MANDATES REGARDING THE SERVICES AND OPERATIONS OF THE CENTRAL FLORIDA TOURIST OVERSIGHT DISTRICT; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Interested parties may appear at the public meeting and hearing to be heard with respect to the proposed resolution. What kind of Covid restrictions can they prohibit? They certainly can’t stop Disney from limiting capacity or requiring spacing in their queues or at dining locations or on their rides. They can’t force them to have buffets or live shows with crowds that were limited or cancelled during Covid. Nothing in the board‘s authority impacts those types of operational decisions. Is it just limited to requiring masks? I still don’t see how the district has the authority to do that either. Can Orange and Osceola counties pass an ordinance preventing special tax districts within their boundaries from preventing Covid restrictions? The special district has limited scope and limited authority. Businesses still need to follow county laws as well.

The only enforcement I can think of is potential lawsuits, if the “law” says you can’t require guests to wear a mask, and Disney turns away a guest at the gate for not wearing a mask, does that guest now have legal grounds to sue?

This is all such a gross overreach, what’s next? The board will say Disney can’t enforce a dress code and people can wear costumes and wear offensive clothing?

So far all I see is a resolution to pass regulations with no basis of their authority or suggestion of consequences or enforcement. This is all hell and gone from any kind of law.

Maybe next the district will prevent businesses from not allowing smoking 😤😤😤

I was under the impression that a private business can refuse service to any customer they want as long as in doing so they didn’t discriminate against a person in a protected class and those classes are defined by various Federal and State laws. I guess they could pass a state law making “anti-mask” people or smokers or “people in costumes” a protected class to make these types of restrictions illegal.
