You can say whatever you want about what DeSantis is doing, and if its good/bad/legal, ect., but calling him a Ding Dong, when at every step he is getting exactly what he wants at no personal costs seems like a big stretch.
First, as to the billions in taxes from the parks, do you think there is any chance anything that he has done here puts that in jeopardy? Is WDW picking up and moving the parks, and all the rides and the jobs created someplace else? Absent Florida declaring theme parks illegal, there is no threat of WDW moving the parks and the tax money out of FLA. Leaving aside all the pluses in Orlando like weather, transportation, existing tourist market, ect., do you think there is ANY way when disney is cutting jobs to save money that they are going to expend money to purchase, at today market rates, land of a size to fit all the parks (assuming you find a location that makes as much sense as having them in Florida) and build up all the new infrastructure to support them?
Second, again DeSantis is getting everything he wants from this soap opera. Free TV time and publicity for his base. When he first started this train wreck he got to stand up against WOKE Disney. He gets to not only reach out to his Christian conservative base, but also gets to stand up against the corrupt big business practices. And if you don't think that a tailor made 2-1 issue to highlight when your gearing up for a primary battle against former President Trump, I can't help you.
Even now, he is still going to get exactly what he wanted. More publicity and air time. Running the permitting and roads for the area was never his end goal. But he gets to not dissolve the district, so no new big local taxes (conservative rep check no. 1), your biggest tax base business gets to keep churning along and making money and paying taxes (check no. 2) AND now you get to keep complaining about the issue. This is why HE needs to be president. These woke corporations think they are bigger then the government, bigger than YOU the voter (leaving aside this was ram-roaded through without popular vote or input.) The election is not right around the corner, he needs the fight and the issue more than control over some permits, which at the end of the day, wasn't the control over content and corporate governance that it was sold to be in the first place.
