Furthermore, the transfer of powers can only occur "after approval by vote of the electors of the transferor and approval by vote of the electors of the transferee, or as otherwise provided by law", per Section 4 of Article VIII. And any changes to Section 4 of Article VIII must be approved by voters statewide.

The cities don't have a bunch of debt... that's all at the district. The cities for all intents are just shells - everything they do could be rolled up to a next level without any real woes. And the dissolution can be done via the state w/o the voters. The key 'OR' in your highlight.

That does not make sense. A friend of mine waited by their car for several hours outside WDW for FHP to come to accident scene. Orange County sheriffs just kept driving by and said it’s Highway Patrol responsibility.

I am saying the same thing. The counties of Orange, Osceola, and Polk, plus many others have agreements with FHP for the state to do accident investigations.

most are too busy doing their real jobs. People don't get involved until it has a negative impact on them. The tax bill they are about to get is going to show a lower millage rate. They will keep on doing their daily thing... and just complain that their assessments are too high
