There were a few nice lines from yesterday's filing but this might have been the best part.
Disney is working extra hard to be a thorn in Desantis' side, and I say BRAVO!

Further question, what’s the dynamic now between the two cities and the district, I assume before they worked mostly in tandem, but now what?

Time to watch out for the next legislative session if someone tries to introduce legislation to disband the cities of bay lake and lake Buena Vista.

The cities were always fall back options.

Under Article VIII of the Florida Constitution, any debts would have to be assumed in order to protect creditors. Furthermore, the transfer of powers can only occur "after approval by vote of the electors of the transferor and approval by vote of the electors of the transferee, or as otherwise provided by law", per Section 4 of Article VIII. And any changes to Section 4 of Article VIII must be approved by voters statewide.

The cities don't have a bunch of debt... that's all at the district. The cities for all intents are just shells - everything they do could be rolled up to a next level without any real woes. And the dissolution can be done via the state w/o the voters. The key 'OR' in your highlight.

LBV FY23 budget - https://www.rcid.org/document/final-operating-budget-fy23-2/ - 98.4% of their operating expenses are spent on Policing/Public Safety.

For Bay Lake, the numbers are even higher (over 18Million spent on Police) - https://www.rcid.org/document/final-operating-budget-fy23/ - 99.5% of their operating expenses.

And when you look at total policing paid by the cities... it's over 23 million. So no fears about total removal of policing with the 8 million number that was noted. That was probably the district scrutinizing the cities and saying that additional expense is not needed. But Garcia gonna do his thing... and spin away.

That does not make sense. A friend of mine waited by their car for several hours outside WDW for FHP to come to accident scene. Orange County sheriffs just kept driving by and said it’s Highway Patrol responsibility.
I am saying the same thing. The counties of Orange, Osceola, and Polk, plus many others have agreements with FHP for the state to do accident investigations.

I’m surprised that businesses in the district haven’t shown up to meetings again, there the ones that should be mad about this
most are too busy doing their real jobs. People don't get involved until it has a negative impact on them. The tax bill they are about to get is going to show a lower millage rate. They will keep on doing their daily thing... and just complain that their assessments are too high :)
