Possible Attraction in France pavilion (Epcot) Update - new Attraction Greenlit

@marni1971 Fresh Baked was hinting at the restaurants in France were being redesigned to Ratatouille. I take everything they say with a grain of salt because they never have any sources behind their info. I was wondering if this had any merit? I never ate at any of the table services in France but not sure I would be for this change.
The permit drawing shows an access road that will be north of the show building. Going through the existing restaurants would involve going through a bunch of other stuff in the existing Pavilion.

In light of the permit that I just posted, his statement now makes sense. They are thickening up the landscaping in that area to mask where rat is being built.

I know this is a bit of armchair Imagineering but if the do put the rat ride at the back of the pad, perhaps they could make it a multi-level building. With the top floor/floors containing a different country which would be accessed from the front of the pad. Perhaps a restaurant or attraction. Sort of like The Land Pavilion has two floors.

No real need to do that, at the rate they have been adding new countries the remaining expansion spots should last at least another 100 years. ;)

So am I right in thinking they have 12 expansion pads and the choice is either a ride or a country on each? Or can rides be built on land that isn't considered an expansion pad?
