Oooooo. Something brand new? And I don't know much about parades but how long does it generally take to build a normal length parade?
Depends how much money it gets. There's design and construction budgets and then there's manpower budgets.

I'm trying to figure out why a plan that was 5 years out could suddenly need to be possibly accelerated.

Yeah I just don't get any of this honestly. Unless there's something happening in the grand scheme of things that Disneyland needed MSEP back for some reason. I don't get why they're spending the money to transport it unless PTN is relocating somewhere. Just my opinion.

There's a part of me that wonders if someone counting turnstile clicks got the idea that pulling the parade and promoting the "one last time" angle would give a nice, little boost to attendance by rubes who think they're seeing something amazingly unique that's about to fade into the mists of time. Not that the MSEP isn't unique or of historical value, but they'd be after the nostalgia/gotta-see-it-all crowd.

While that makes sense, as I've seen tons of DL locals super excited to get MSEP back, why would MK agree to spend the money to have to create a new nighttime parade way sooner then planned due to loosing their nighttime parade?

Or, maybe.... they have decided to go without for five years, which will make it an even bigger deal in five years to celebrate the 50th by bringing back the tradition of an electrical parade. Plus DEP will have been gone long enough that there will not be comparisons by most in the general attendance, just enthusiasm for the "new" offering. NOT speaking with knowledge here. Just speculating what I consider a worst case scenario..... no night parade for five years.

I do not think Disneyland is keeping both, but they have clearly stated PTN is NOT coming to WDW. They have clearly stated MSEP will return to the DLR for "limited engagement" in 2017. And they have stated PTN will return on select nights this holiday season. I suspect this means PTN leaves for its new destination sometime after this holiday season and MSEP will resume its spot sometime in 2017.

I don't know why DL would go anywhere if it wasn't going to WDW.

HKDL has PTN
Does DLP have a nighttime parade?
I know SDL needs a nighttime parade but I don't see them getting PTN

Mind you, the announcement only just came out that they were shipping out MSEP, and that was maybe-sorta quarter-baked. Again, I'm not an insider, but I've got a sneaking suspicion they aren't done trying to worm their way out of creating a new parade on an accelerated timeline.

Like I've said it all seems rushed and out of the blue but maybe there is hope for a nighttime parade before the 50th. To me one staple of going to MK is the "electrical parade", it feels like it's always had a nighttime parade, which it has for most of its existence and I can't see it not having one for 5 years
